Beetee Latier is the victor of the Fortieth Hunger Games from District 3. During his Games, he acquired some wire and electrical supplies from the cornucopia and escaped. He then set electrical traps that killed the girl from District 9 and the boy from District 6. Finally, in the final seven, he led the Careers into a trap which killed all six of him, leaving him the victor. Unfortunately, the boy from District 4 managed to throw a knife at his spine just before dying, paralyzing him from the waist down. He has lived in a wheelchair ever since.
Beetee is one of the most intelligent men alive. He invented thousands of systems and devices for the Capitol, and he has made all of them foolproof. He is greatly respected for his skill and intelligence.
